PAIA manual
Prepared under section 51 of the South African Promotion of Access to Information Act, 2000 (PAIA), for requests about records held in connection with our service in South Africa.

1. The private body

Kwestra LLC is a private body incorporated outside South Africa (in the United States). Because it offers the service to, and processes personal information of, people in South Africa, it publishes this manual and follows PAIA and POPIA for those records.

3. The Information Regulator’s guide
The Information Regulator has published a guide on how to use PAIA and POPIA. It is available from the Regulator at https://inforegulator.org.za, and a copy may be inspected on request to the Information Officer.

5. Records available without a request

6. Processing of personal information (POPIA)
The purposes of processing, the categories of data subjects and information, the recipients, retention and the planned cross-border transfers are set out in the privacy policy. The service providers we use are:
- Cloudflare, Inc. (Global network. The main database is in the United States (eastern North America). Agency documents and photos are stored in the region chosen at sign-up: United States (default), European Union, Asia-Pacific or Oceania.)

- PostHog, Inc. (United States.)

7. Security measures
A general description of our security measures is in the privacy policy (/privacy#security).
8. How to request access
Submit the prescribed Form 2 to the Information Officer by email. Describe the record, the form of access you want and, where you act for someone else, your authority. We will respond within 30 days as PAIA requires. Prescribed fees may apply and will be communicated before any work is done. Access may be refused on the grounds set out in Chapter 4 of Part 3 of PAIA.
